Mobile harm reduction unit (van)

Harm reduction services are also delivered by a mobile unit, supplementing the harm reduction services provided at centres and as part of field work. For this, a van has been equipped with special features and a space for counselling.

The mobile service is aimed mostly at people who use drugs and their loved ones, who: 

  • for whatever reason have no access to a stationary harm reduction centre and are therefore missing out on services vital to them, 
  • live in a region where harm reduction services are unavailable, or 
  • for whatever reason do not wish to visit a harm reduction centre. 

The mobile service is available in locations where drugs are used or where people who use drugs congregate or pass through. 

The aim of the service is to reduce harms and risks associated with drug use, provide counselling on topics such as safer drug use and overdose prevention, offer as appropriate a selection of health care and social services as possible, and motivate people with substance use issues to seek treatment. 

The van offers the following services to people who use drugs and their loved ones. 

  • Counselling on safer use of drugs 
  • Counselling on overdose prevention 
  • Issuing naloxone and relevant counselling 
  • Social counselling 
  • Peer-to-peer counselling 
  • Psychological counselling 
  • Opportunity to communicate with a peer counsellor, a psychologist or a social worker also via phone or the internet 
  • Needle and syringe exchange 
  • Distribution of injecting equipment 
  • Distribution of condoms and other safe sex equipment, and assisting in their proper use, if needed 
  • Counselling on diseases and sexual health care 
  • General medical help (counselling by a nurse, wound care, blood pressure monitoring, etc.), and redirecting clients to other health care services, if needed 
  • Rapid testing for HIV and hepatitis C, including pre- and post-test counselling 

The mobile harm reduction unit can be encountered in: 

  • Harju County and the city of Tallinn, 
  • the city of Pärnu on Sundays, and 
  • the city of Tartu on the first Tuesday of every month.
